Air Force veteran Richard Franks studied commercial art at a tech school in St. Louis and art in college. Recently he showed at the Sacramento Fine Arts Center, winning a people’s choice award for portraiture. Many will recognize his smiling face at the checkout line at the Cal Expo Costco.
